      <description>This program, also known by its acronym EUDL, is administered by the Office of Juvenile Justice and Delinquency Prevention (OJJDP). In fiscal year 1998, Congress established EUDL to address the growing problem of underage alcohol consumption. &lt;br/&gt;OJJDP has received an appropriation of $25 million for the program yearly since its inception. To assist States and local jurisdictions in their efforts to reduce teen drinking, OJJDP funds block grants, discretionary programs, training and technical assistance, and a national evaluation of the program.&lt;br/&gt;They also fund NCC’s outreach program, which works with minors from Nome’s Youth Facility (which houses underage offenders from all over the Bering Strait region).&lt;br/&gt;Nate Hobbs works with Youth Facility residents in a class modeled after the Mac Lab Mentoring program. His students write, voice and produce their own 30-second public service announcement, while simultaneously examining their own decisions.</description>

      <description>The “Intoxicating Thoughts” series was written and voiced in the summer of 2008 by one of Nome’s youth. The posters were designed by the same individual.&lt;br/&gt;Teen drinking is steadily becoming a larger concern, especially in Alaska where alcoholism is one of the leading causes of premature death.&lt;br/&gt;It has been estimated that over three million teenagers suffer from alcohol addictions in the United States. Additionally, youth are beginning to drink earlier in life. By age 14, 41 percent of children have had the at least one (or the equivalent of one) alcoholic drink. This early drinking is associated with alcohol-related violence in persons under 21 and adults.&lt;br/&gt;In order to discourage these devastating repercussions, Intoxicating Thought’s author offers alternative reasons to choose not to drink underage from a unique perspective. She speaks about actions, reactions, choices, identity, examples, freedom and ambition in relation to alcohol and substance abuse.</description>
